Phil McIntosh is an Ottawa native and graduate of the University of Toronto with almost twenty years experience in the federal public service administering and enforcing various Acts of Parliament. He joined the former Office of the Registrar of Lobbyists as a Senior Investigator in 2006. Prior to that, he was employed at the Canada Border Services Agency (CBSA), where he began his career as a Customs Inspector in 1991. Over the years he developed the knowledge and expertise required to become an Investigator, and then Senior Investigator in the CBSA's Criminal Investigations Program. He moved back to Ottawa in 2002 where, among other things, he oversaw the training and development of Customs Investigators. Phil has managed the OCL Investigations Directorate since July of 2008.
